Dave Koelmeyer resolved JSPWIKI-920.

    Resolution: Cannot Reproduce

JSPWiki server reinstalled from scratch using Payara Server 4.1 and the current Oracle JDK, and I can no longer reproduce this. It must have been a bug or configuration error at my end.
