This involved more formatting fixes than I was anticipating (partly for source file readability), a subject/verb agreement correction, and the addition of shortdesc elements.

Silly of me to forget to include a shortdesc for the "XA transactions and deferred constraints" topic when I was working on DERBY-6571. I added one that I hope is correct. Added another for the "XAConnections, user names and passwords" topic. In both cases, the first sentence was part of the content rather than an introduction to it, so I couldn't just use it.
