discuss the proposal details to the board.

*Action by April 5th, 2019 @ midnight PST*

Hi Everyone,

I took a couple of days to analyze how to move this forward, and I decided to cancel the call. The main reason is that we need to create some value and have something concrete to discuss with the people interested in joining forces - I don't want to waste people's time. Additionally, I want to make sure we only have synchronous discussions when needed and with a clear purpose.

I'll cancel the call by the end of the weekend.

@Sam, I'd like to still connect and get your guidance and advice, I want to understand what you had in mind and the benefits from pursuing different options with this effort. I want to clarify that this is not a call for a private meeting, it's a request for mentorship on how to lead this.

In the meantime, I've started adding issues to the board, if you're reading this hoping to know how to get involved, please start monitoring issues and putting your name in them.

Happy Friday on this side of the world.
G

development of those products do need to follow the norms of the ASF;
development may happen on or off list, but needs to be brought back to
the list, and everybody given an opportunity to participate.

Close, but this has rapidly evolved in a different direction from what
I originally requested. A president's committee is one of the options
being explored, and such would have a VP, and wanted an opportunity to
discuss this with Griselda (schedule permitting, including Ross). Not
to plot any diabolical schemes, but to set expectations and to make
myself available for questions. Should others be interested, I'd do
the same with them.

If there is interest in an initial call, or even a regular call (and
yes, some committees do that too), we should allow such to happen, as
long as the relevant portions of the meeting relating to development
efforts is brought back to the list.

Again, while there are part of this effort which undoubtedly will be
development, other parts may not be. Meetings with people from other
organizations in similar efforts will likely occur. Down the road,
there may be vendor selection activities.

there is nothing wrong with phone calls. and indeed, if there are people
who want to have them, I think it should be encouraged

as you are not the person driving the call, I don't think it is
particularly important that you don't see a rationale. our concern should
not be *how* people "should" work, but that people *can* work, and in ways
that suit them. as long as they follow the basic principle that discussion

there is nothing wrong with phone calls. and indeed, if there are people
who want to have them, I think it should be encouraged

as you are not the person driving the call, I don't think it is
particularly important that you don't see a rationale. our concern should
not be *how* people "should" work, but that people *can* work, and in ways
that suit them. as long as they follow the basic principle that discussion
and decisions are brought back to the list

Personally, I think the right course would be to take the advice
that having a call when not specifically required to heart and to,
instead, do all discussion, agenda setting, etc on the diversity@
list and drop the idea of having a call at all.

I personally can't see any over-riding and encompassing rationale
for driving thru a concall. It sets a bad precedent.

Again, all IMO.

I often describe the Board meeting as a hybrid, with LOTS of async
preparation before the meeting followed by a fairly short synchronous
meeting. The Board routinely takes about 70 decisions in 90 to 120
minutes every month.

Interestingly, the Swiss Federal Council, another set of seven busy
people, works in much the same way, with quite different tools but
similar principles.

That's a very fair question.

The board practice is to assemble all of the reports, suggested motions etc
days and sometimes weeks before the synchronous meeting. That meeting is
recorded with minutes for dissemination for everyone who isn't attending.
Less the <private>redacted</privated> bits, these are approved a month or
two later and published openly for the record. We can all ready 20 years of
them here; http://apache.org/foundation/board/calendar.html

There is almost nothing presented to the board that wasn't already before
them and the membership for some significant time in advance, so the
inclusiveness aspect is satisfied. Now, as an operating board, these aren't
truly "public" discussions, only officers and members, who number over 700,
have any visibility into some early discussion. But many matters which are
brought to the board's attention arise from discussions which are public on
various -dev and discuss lists, and corresponding votes on committee
internal discussion lists.

Ultimately and to an outgoing AU board participant's frustration, the
meetings are synchronous and set comfortably in a US timezone. But this is
mostly a side-effect of US corporate governance, there was no "accepted"
framework for async electronic meetings at the time the foundation was
created.

Effectively, the board isn't going to pop any surprise on the membership,
because their agenda was laid out days and often months in advance on the
mailing lists, votes had been taken by project committees, and comments on
business before them are already received.

Sam suggested a call, so that's why I initiated.

I think a call will help work out quickly a document we can socialize in
the mailing list.

People can now show their interest and bring their volunteer time to
work on this idea to the newly created mailing list:

  https://lists.apache.org/list.html?diversity@apache.org

Whether it's a committee or a working group or whatever doesn't matter;
what does matter is getting the people interested in productively
shaping the idea and any possible budget requests together in a place
where they can do that work efficiently. Once we have a more detailed
idea with specific volunteer support we can figure out what makes sense.

The board is consistent in reminding PMCs that synchronous meetings are
perfectly fine, as long as there's an agenda, minutes are brought back
to the list, and all *decisions* then happen on the list, where all PMC
members have a chance to asynchronously participate in making decisions.

So yes, that's already the expectation from the board of projects.

to make this concrete: I am traveling for the whole of this month and will
be unavailable for calls. but I am "interested in being part of the
committee and shaping the request
to the board"

while I do not wish to *prevent* the call from happening, I would ask that
notes are shared before and after the call so that people not able to
attend are able to contribute via email
