I'm personally not happy with using boot delegation for the jcr packages. I think we should rather remove the property completly and use a fragment bundle (in case of an "external" repository) or an api bundle (in case of a bundle repository). The JCR API 2.0 is already an OSGi bundle.
Using bundles (fragments or api bundles) makes maintaining different jcr versions easier for Sling
