Have the buildjars target layut the jars identically to a distribution, with test and lib folders.

Will ensure testing is consistent and there are no suprises when trying to run tests using a distribution.

Would be good to:
  -  including copying of the oro jar into the test folder (as in the distribution)
  - add class path entries to derbyTesting.jar to pick up junit.jar (not shipped) and the oro jar 
    which would allow people to copy the junit.jar into the test folder to simplify setup.
