Discovered two issues:

(1) does not consider the HttpServletRequest#getContextPath() and does therefore not work for the any WAR launcher if deployed other than on the root (I will provide a fix)

(2) does not consider the configured STATIC_RESOURCES_URL_ROOT. Because of that it will not work when a user changes the default value '/statis' of this configuration property. STANBOL-769 seams related to this. However as there is not an 'other' way how to map static resources the current one need to be supported.

There might be also issues with CORES as the Filter does not add the according headers based on the CORS_ORIGIN and CORS_ACCESS_CONTROL_EXPOSE_HEADERS of the JerseyEndpoint. So if a bundle exposes e.g. an Ontology as static resource clients would not be able to use those data in cross side requests. This assumption is based on the code. I have not testes if this is really a problem.
