I can start Tomcat using startup.bat and shutdown.bat, but I cannot start it as 
a service.  I tried with versions 5.0.3, 5.0.12, and 5.014.  

I have been able to start it as a service on Windows XP, Windows 2000, but not 
on Windows 2000 Server.

I found a similar problem, Bug #22000, that was a problem by an incorrectly 
setup VM.  I don't see how this could also be my problem since it works with 
startup.bat.

Specifically, to reproduce this error on my server, I download Tomcat, install 
it, go to the service panel and try to start it.  As soon as I press the play 
button to start Tomcat, I receive the error message back.  There are no logs 
written, but the windows event viewer has the same message.
