The PQS startup script adds several logging-related properties.

Unlike Java 8, Java 11 seems to use the system properties specified first, not last, so we cannot override these from PHOENIX_QUERYSERVER_OPTS.

Do not automatically add these properties, but check PHOENIX_QUERYSERVER_OPTS, and omit them if they are specified there.
