move the mouse over the sidebar
tooltip reads: "The sidebar provides frequently used tools, grouped in decks.
Click on a tab in the vertical tab to choose a deck."

should be specific help for each element in the sidebar, like in toolbars.

This is related to bug 122175 and bug 122433.  The help support of the sidebar
is a bit spotty at the moment.
