Implement a helper class that can provide thread-local {{UniformRandomProvider}} instances. 

This can be used as an equivalent of {{ThreadLocalRandom}}:

// Access a thread-safe random number generator
UniformRandomProvider rng = 
    ThreadLocalRandomSource.current(RandomSource.SPLIT_MIX_64);
