What version of Jetspeed are you using?
In the most recent version, I entered the URL to customize anon psml and
received "You do not have access to these portlets" as expected.
Anyway, you should be able to disable the customizer by removing the link and
making sure that all psml has an appropriate top level security constraint
disallowing customization to either all or non-admin users.
