If a message is spam and report_safe is 1 or 2 (and no rewrite_header),
a resulting message has a Subject header field capitalized and a space
inserted after a colon, even when no such space was present in the
original message. In absence of a really good reason, header fields
should not be munged.
Other cases correctly preserve the Subject header field:
for ham messages regardless of the report_safe setting,
or when report_safe is 0.
