[Bug 6328] New: Subject unnecessarily edited with report_safe 1 or 2

https://issues.apache.org/SpamAssassin/show_bug.cgi?id=6328

Summary: Subject unnecessarily edited with report_safe 1 or 2
           Product: Spamassassin
           Version: 3.3.0
          Platform: All
        OS/Version: All
            Status: NEW
          Severity: minor
          Priority: P5
         Component: Libraries
        AssignedTo: dev@spamassassin.apache.org
        ReportedBy: Mark.Martinec@ijs.si

If a message is spam and report_safe is 1 or 2 (and no rewrite_header),
a resulting message has a Subject header field capitalized and a space
inserted after a colon, even when no such space was present in the
original message. In absence of a really good reason, header fields
should not be munged.

Other cases correctly preserve the Subject header field:
for ham messages regardless of the report_safe setting,
or when report_safe is 0.

Moving back off of Security, which got changed by accident during the mass
Target Milestone move.
