Our project [Apache NiFi|https://nifi.apache.org] has received interest from an account representing a government entity. Upon request that all accounts interacting with the project represent individuals rather than a single account representing an organization, the representatives of that account stated that they had been directed (internally) to remain anonymous and thus used a shared organizational account.
What are the requirements and expectations for contributor participation given these circumstances? Possible issues:
* Necessity of ICLA or CCLA (who is determining license grant of code to ASF?)
* Desire of individuals to remain anonymous
* Potential invitation of shared account to become committer/PMC
* Potential of shared account to mask which individual contributors are participating and can support/maintain specific contributions
