[PATCH] Bug 15187: add blurb to tools.xml

WebSphere Studio's Struts tooling, currently available in Tech Preview
for WSED customers, nears General Availability for WSSD (and up): the
downloadable distros and CD images have gone to manufacturing.

So please apply our patch (attached wsBlurb.txt).
