The following patch fixes the Win32 build. I'm uncertain about the tests
but the binary.rvt test at least requires 'fconfigure stdout 
-translation binary' adding so I suspect there may be a difference in 
the way the output channel gets configured for win32 apache versus unix 
apache.

For my system, I have Apache 1.3 installed to c:\opt\apache and tcl 
8.4.6 in c:\opt\tcl. The build command is then
  cd tcl-rivet\win
  nmake -f Makefile.vc INSTALLDIR=c:\opt\tcl APACHE_ROOT=c:\opt\apache 
OPTS=none all
  nmake -f Makefile.vc INSTALLDIR=c:\opt\tcl APACHE_ROOT=c:\opt\apache 
OPTS=none install

I have not fixed the running of the test suite.
