[ANNOUNCE] New PMC member: Lin Lin (@315157973)

Hi everyone,

The Apache Pulsar Project Management Committee (PMC) has invited Lin Lin
(https://github.com/315157973) as a member of the PMC and we are
pleased to announce that he has accepted.

Lin Lin is from Tencent and helps a lot with the Pulsar adoption in Tencent.

He is very active in the community
