Cancelling patch to incorporate offline review comments from Devaraj.

Comments include:
1. FAILED_FRAMEWORK attempts should make TaskCompletionEvent status as KILLED.
2. These attempts should be logged as KILLED attempts in JobHistory, instead of FAILED.
3. Web UI should show these attempts in KILLED attempts.
