It looks valid to me too. Imagine you import this schema from another schema and define there an element that can substitute parent, something like:
<?xml version="1.0" encoding="UTF-8"?>
<xs:schema xmlns:xs="http://www.w3.org/2001/XMLSchema" xmlns:i="integ0">
<xs:import namespace="integ0" schemaLocation="helper.xsd"/>
<xs:element name="test" substitutionGroup="i:parent"/>
<!-- ... -->
</xs:schema>
