https://cran.r-project.org/web/packages/arrow/vignettes/install.html says that to fix issues with Linux C++ binaries I can run

however, that fails unless I explicitly type

apt-get -y install libcurl4-openssl-dev libssl-dev
{code}

discovered while isolating new valgrind error by creating a vanilla server on DigitalOcean
