[Proposal] Messages interface

Hola a todos:

I'm trying to use struts with my own app that is tied to database full
of content data, my problem it that having all the strings
internacionalized i dont find any smart way to connect struts message
and errors tag to get the messages from the database, how about :

* made MessageResources a interface and the actual MessageRosources an
impl of this interface, 

* add a new config string to the action servlet that points to the right
impl for messages

this can made MessageResources pluggable and thus i can use my database
to get the strings needed. Any Comments?

In my opinion, I think it's a good idea. In fact, I think many applications
will use both strings from a file and strings from a database.
Of course, the particular implementation of MessageResource should deal with
this case.
