   **Describe the bug**
    maven version 不支持 3.1.0 
   
   **To Reproduce**
   Steps to reproduce the behavior:
   1. 设置 maven 版本为 3.1.0
   2. 执行 mvn clean package -DskipTests 
   3. 提示报错

   maven 3.6 已发版本 测试通过清单
   3.6.1
   3.6.2
   3.6.3
