Some Controller Services take a while to enable. And if a Controller Service fails to enable, it will remain in an ENABLING state while it retries. This can take an indeterminate amount of time.

If a parameter context is updated while a service has a state of ENABLING, and the Controller Service references one of the the affected parameters, the update will fail with the following stack trace in nifi-app.log:
