org.apache.cxf.endpoint.EndpointImpl  has a boolean attribute and implements Configureable, i.e.  the validation property can be injected regardless of who creates the Endpoint (IOC container or, as is the case in JAX-WS frontend) runtime. See also test  case org.apache.cxf.jaxws.ConfiguredEndpointTest in cxf-rt-frontend-jaxws.
