In Hadoop jenkins runs, the cloud infra packages: hadoop-tools/hadoop-aws; hadoop-openstack and hadoop-azure don't get tested —jenkins doesn't have the credentials in the resources/auth-keys.xml file, so all the tests are skipped.

Accordingly, all patches to source in those modules can't be tested in the automated reviews. This can lead to submitters and committers assuming that their patch has been tested, premature commitment, regressions in the codebase, etc.

Can Yetus add a way to not issue a +1 for test runs or patches which change code under these modules, instead some =0 "manual testing needed".
