I've now:

    1) Added a notice to the README file (revision 686241)
    2) Added a notice to the download page (revision 686464)
    3) Updated the ASF exports page (revision 686239)
    4) Sent the export notification to relevant US officials (http://markmail.org/message/m4qbpatyvis67fap)

This should cover all that's needed, so I'm resolving this as Fixed.
