This capability (e.g. `XmlPackageReader`) had been moved to kogito-runtimes by https://issues.redhat.com/browse/DROOLS-6949
Then, removed in kogito-runtimes by https://github.com/apache/incubator-kie-kogito-runtimes/pull/3395
