Website update for 2.1.7

Done. Website updated on minotaur, should be synced on cocoon.apache.org
in a few hours.
I had some minor issues when generating the website. I don't understand
why Forrest fails on *.txt files which do exist. There are also a few
broken links/missing pages that I haven't the time to look more
carefully at.
