[Tobago] Removal of old ToolBar

Hi,

sorry for my last e-mail. (That was the wrong user-list...)

But now in English:

I'll remove the following tags for Tobago 3.0:

tc:toolBar
tc:toolBarSeparator
tc:toolBarCommand

use instead:

<tc:buttons> or <tc:bar> and the "bar"-facet.
