[I] GHA job "Workflows to notify the team about github issues" always fail [incubator-kie]

The GitHub Actions workflow "Workflows to notify the team about github issues" has been failing for a long time (since around 2023).

When it worked, notifications were posted to the Kogito channel on Zulip.
We might be able to get the workflow working again by asking ASF Infra to allow `zulip/github-actions-zulip/send-message`. However, given that we've been without these notifications for so long, I think removing `.github/workflows/issues.yml` would be the better option.
Any objections?
