[FLIP-504] Document the savepoint format of Blue/Green transitions

The requirements name the savepoint format the transition savepoint is
taken in: Flink 2.x jobs using the async state API need the native
format, and a transition cannot change the state backend while the
format is native. The ADVANCED requirements and the limitations point
to it.
