The idea is to follow the same pattern suggested by HDFS-7416. It is good to consolidate all the erasure coding zone related implementations of {{FSNamesystem}}. Here, proposing {{FSDirErasureCodingZoneOp}} class to have functions to perform related erasure coding zone operations.
