CI Builds

After removing some of the components to their own repos the CI build and CodeQL builds are now finally working again after many, many months. However, a full Flume build still takes nearly an hour. Hopefully that will shrink down to a more reasonable time after the rest of the modules are broken out.

Oh well, the next build failed due to a timeout.
