Now that we penalize tasks for flapping, we essentially have a pseudo-PENDING state. It would be great to formalize this with a new state (PENDING_WAIT? PENALIZED?). This has the added benefit of providing a natural place where the user can learn why their task is not scheduling, and auditing/logging falls out of this approach.
