[VOTE] Apache Accumulo 2.0.0-alpha-1-rc1

Accumulo Developers,

Please consider the following candidate for Apache Accumulo 2.0.0-alpha-1.

Note that an alpha release should satisfy all the usual ASF
requirements for copyright notices/license information. However, for
semantic versioning purposes, alpha denotes a preview release of what
is expected to come in 2.0.0, but without the API
stability/compatibility guarantees that come with other semver
releases. (https://semver.org/#spec-item-9).

The intent of this alpha is to provide a preview of what is to come in
2.0.0, and to solicit feedback from testing and evaluation which will
help us on our way to finalizing a 2.0.0 release in the near future.

If this vote passes, it should *NOT* be recommended for production
environments, and should only be used for testing and evaluation
purposes.

Just as it has been for previous votes, it's a placeholder that is usually
worked on throughout the voting period. I should have time tonight to work
on it. Mostly, I expect the alpha release notes to be a brief explanation
of what an alpha is (similar to my explanation on this thread) and a link
to the draft 2.0.0 notes, which continue to be a work in progress.
