Committers be careful when merging PRs to v1-10-x

Hi committers,

Please be careful when merging PRs targetted to v1-10-stable or v1-10-test
-- the tests are not running on those branches / PRs currently, example:
https://github.com/apache/airflow/pull/13678

The reason is because the Apache rule of not allowing the actions outside
of "apache" organisation. We need to cherry-pick changes for sub-modules to
v1-10-test and v1-10-stable branches.
