[Native] PHP Client for Alert Sample

I just checked in a PHP SCA client for the AlertAggregator sample (
http://svn.apache.org/repos/asf/incubator/tuscany/cpp/sca/samples/AlertAggregator/httpserver.php/).
It uses the PHP SCA implementation but doesn't use any of the PHP Extension
functionality we are putting into the Native runtime itself. Anyhow it
shouldn't affect anything unless you explicitly go and run it. But let me
know if there are any issues.
