[Bug 120939] [From Symphony][writer001]TOC create by Symphony open in MS Office 2003, there are 2 ?at end of TOC item

The described defect is not reproducible in current trunk version (I checked it
in revision 1407421) with new documents created from scratch.
(The sample file shows the described defect, but I can not create such
documents anymore in AOO.)
