[jira] [Created] (YUNIKORN-1917) Align maxApplications and resource tracking resolution logic

PoAn Yang created YUNIKORN-1917:
-----------------------------------

Summary: Align maxApplications and resource tracking resolution logic
                 Key: YUNIKORN-1917
                 URL: https://issues.apache.org/jira/browse/YUNIKORN-1917
             Project: Apache YuniKorn
          Issue Type: Sub-task
          Components: core - scheduler
            Reporter: PoAn Yang
            Assignee: PoAn Yang
             Fix For: 1.4.0

In {{{}increaseTrackedResource{}}}, we check `maxRunningApps` before we increase the resource[1]. However, we don't check it before we create a new allocation. In this case, the real applications will be more than the limit.
