Axis does not create server-config.wsdd in WEB-INF folder

Environment : Axis 1.0/Tomcat 4.1.12/Win2K

The axis does not create server-config.wsdd in WEB-INF folder. It does exist in 
axis.jar though. 
Service deployments through server-config.wsdd would help for one step 
deployments in production environments without running AdminClient tool as an 
additional step. Also having one file for deployment would give better control 
over administration and deployment of services.
