New Committer -- let's finish the vote

I think we have an incomplete vote here.  In July, Ed Staub was proposed to 
be a committer, but the vote didn't finish, I think.

Ed has done a great job, along with Ted Leung, of tracking requirements for the new Xerces
2 work, and helping to build the Xerces-J community.

So, I add my +1 vote to the existing two +1 votes, for Ed Staub (estaub@mediaone.net)
becoming a committer for Xerces-J.
