Here is a bug that was alredy reported on php.net and it seem to be an apache 
2 problem with the char-set-handling (see added URL)

The output on the screen was:
Server error!
Error message: 
couldn't create child process: 22: C:/php4/php.exe 
If you think this is a server error, please contact the webmaster 
Error 500
server

It happens when trying to use  Norwegian letters (��� and ���), that are used 
in languages as Hebrew and others. on Apache 1.3.24 with same php version 
there was no problem.
