FYI I've never heard back from WhiteSource Support about this :( INFRA-22711 was closed, but:

https://github.com/apache/fineract/security/dependabot (now, is this new?) appears, but is currently still empty.

https://github.com/apache/fineract/network/updates says _Dependabot version updates aren't configured yet_ and has a _Create config file_; I'll try that!
