Open Source and EAR

Hey all,

There has been some uncertainty about whether open source software falls
under EAR.  This blog post is meant to address this, and especially to help
our Chinese podlings feel more at ease:

There have also been some question specifically on the use of github.  If
you are not comfortable using github in the current legal environment, you
can still participate in open source projects at the ASF using the Apache
git repositories.
