debian packages

A batch of commits concerning the debian/ directory are on their way. 
Files added and modified allow to build 2 .deb packages:

  - libapache2-mod-rivet:     mod_rivet.* and Rivet Tcl library
  - libapache2-mod-rivet-doc: includes the whole html manual and a 
description file to register the docs on the documentation system.

the packages install quite gently and passed most of debian checks
