We should update our e2e test runs to be more useful in a couple of ways:
 * Set fail-fast: false in the github config. This will allow all the matrix runs to complete even if one fails; this makes it easier to determine whether we have a spurious failure or a real issue.
 * Modify the e2e test script to create the kind cluster before doing the build. This gives kind more time to initialize and leads to less intermittent issues.
