Notes on the Shambhala API.

I've put the beginnings of what will hopefully become documentation
for the API on http://www.hyperreal.com/httpd/API.html --- this is
still too sketchy in an awful lot of places (the discussion of
resource pools, for instance, is barely a placeholder), but it's
somewhat more complete than the email I sent out last weekend; in
particular, it discusses at least the basics of how configuration and
commands work.

(I figure at some point, we'll probably do a global substitute of
"Apache" for "Shambhala" in this, but for the moment I've gotten a bit
attached to the name.  Sigh...).
