### What changes were proposed in this pull request?
Run `scalafmt` on the following files:
- DateTimeUtils.scala
- DateTimeUtilsSuite.scala
These files were frequently updated as part of the TIME effort.
### Why are the changes needed?
Use consistent formatting to improve codebase maintenance.
### Does this PR introduce _any_ user-facing change?
No.
### How was this patch tested?
Existing tests suffice.
