www>make && root>make install?

Hello.

I'm running planning to run an ssl,mod_perl enabled
web server from my debian box.

I've done all the steps so far as the unpriveleged user
who will be owner of the child httpd processes.

Should I su before I "make install" ?

mod_perl is just like any other Perl module. You have to be root to be
able to install the system side files (mostly .pm) unless you are doing
some local installation, see: 
http://perl.apache.org/guide/install.html#Installation_Without_Superuser_P
