Perhaps this issue should be reopened?  

Looking at e.g.

http://www.ibiblio.org/maven2/batik/batik-transcoder/1.6/batik-transcoder-1.6.pom

and

http://repo1.maven.org/maven2/batik/batik-transcoder/1.6/batik-transcoder-1.6.pom

which appears to redirect to

http://repo.mergere.com/maven2/batik/batik-transcoder/1.6/batik-transcoder-1.6.pom

the newer version of the POM, dated 05 Jan 2006, has been reverted to or overridden by the earlier one, dated 08 Nov 2005.  The same appears to be true for all the other batik POMs.
