[VOTE] Release Apache Traffic Control RELEASE-6.0.0-RC4
I've prepared a release for 6.0.0-RC4. Changes since RELEASE-5.1.2:

Been performing various tests, including previous release candidates, both automated and manual. Results are as expected. Deployment to various environments has succeeded as well.

RC4 is installed in our staging environment (minus one t3c commit). auto ui
and api tests have passed in addition to other smoke tests.
